Ultros from FFVI. See, unlike other villains such as, say, Sephiroth or Kuja or Zeromus or Kefka, you technically never actually beat Ultros. Sure, you battle him multiple times and he never wins, but he never loses either--at least in the sense of putting him down for good. No matter how many times you beat him up, the guy just keeps on truckin', coming back for more and making things harder for our Empire-fighting heroes because... well, why not? He may not be effectual in the grand scheme of things, but don't underestimate him. Ultros is a guy who can take punishment from half-esper weapons of mass destruction, tool-wielding king engineers, martial arts experts, master swordsman retainers, magic-infused army generals, a ninja and a sasquatch, and still keep coming back. You know the only other FFVI character who managed to do that? Kefka, as in, the Big Bad villain of the game. Ultros also managed to move a four-ton weight by himself, so that's something.
When he stops interfering with the heroes' exploits, is it because they finally managed to put him down for good? Make him realize he's out of their league, or the error of his ways? Nope. He retires. To pay off a debt, granted, but at that point Ultros can't even be classified as a villain anymore. He's just a handsome octopus holding down a stable job at the Coliseum, perhaps against his will but still in pretty good shape. Even if they did fight him and actually win, what would it prove by that point?
Besides, just look at him! That octopus is just plain adorable. Look at those eyes! That smile! How can you not credit someone like that? And he gets some of the best lines in the game, too. Again, he ranks right up there with Kefka.
