I was confused by your question at first. And it could be a possible that Sora is the key in order to help save Terra. I'm not 100%, cause I haven't read on what happened to Terranort.

Sora is the key to saving everybody so yes he has to save Terra, Ven and Aqua. How is the real question. Thats left to the imagination till KH3
