I personally think it's the worst in the series, not that it's a bad thing. I don't think it's terrible, it's just not particullay good.
I feel that the gameplay is as good as it ever could be, it works fine and plays fine, just some of design of the bosses and enemies are pretty bad ( Large bodys in Olympus and Leech Grave anyone?) and the levelling up system was really clunky, I feel this was greatly improved in RE: Coded.
And now for the story. It seemed a bit too much fan-ficcy for my liking, instead on focusing on the Org as a whole and giving us more context, it introduced Xion as a Mary Sue type character for Roxas, something for him to lose and I felt that was her only purpose and I think the story feels flat because of it.
But hey this is my extremely condensed opinion and I do see some good points in the game but it's just not for me.
