Yes they've met. One time. For a few minutes including their little scrimmage. Regardless, they consider each other friends.

they meet for a few minutes along with Isa (Saix) Lea's original friend. Lea play-fights with Ven and loses. I wish it was a real fight though, so we can PWN Lea!

Roxas had enough to deal with. Telling him would just cause more problems.

 

And while it's possible that he does remember, Ven was still a random person he met 10 years ago for a few minutes.

Like what we learned in CoM; the memories are still there. Axel most likely still remembers Ven, but it's been so long it's probably difficult to call forth that particular memory.
