Can someone please explain to me what exactly are the EXTRA scenes in 2.5 are about and why? Sorry, i'm stupid

They're just doing the same thing they did with days, recoded will be in the collection but won't be playable, you'll only be able to watch the scenes and since there were only a few, they're making more, mainly to show the events that took place on the Disney worlds. Was it this you didn't get?

This plus there will be actual action scenes and apparently scenes between KH2FM/Re:coded and KINGNDOM HEARTS 3D.

They will remaster Re:Coded scenes into HD, they will try to add some scenes that were never shown in the original game. They also mentioned that they will try to put more action in Re:Coded scenes more than 358/2 Days scenes.

Since the story of Re:Coded is short, they will take some of the dialog scenes from Disney worlds and make it as a full scene. Finally, they said that the cutscenes for Re:Coded won't be as many as the ones in 358/2 Days.

They will just remake the game to HD cutscenes and as far as I know they will add some new for the Dnsey worlds and to connect the story with DDD.

Far as I know the scenes are meant to link Re:Coded to DDD, which would probably be an advertising thing where people without DDD will suddenly go OMG I NEED IT NOW I JUST HAVE TO FIND OUT WHAT HAPPENS NEXT.
