That's right, you can purchase Lightning's XIII and XIII-2 gear for free in LIGHTNING RETURNS: FINAL FANTASY XIII. I'd assume these are only available if you have save data from XIII and XIII-2. This includes her outfit, weapon and shield from both games. Now I'm wondering how powerful they're compared to the other starting gear.

That sounds cool, I would really like to play as Valkyrie Lightning normally not by only fighting bosses (XIII-2 DLC)

That's because the PlayStation Store still hasn't updated. Notice it still says "Pre-Order"? Cloud gear code won't work until then. And the DLC will be available at that time too.
