Tetsuya nomura made the voices english but the subtitles and fonts japanese

In the Final Mix' you can change between English and Japanese voices

i think it also was something to do with him using the kh2 english format and adding stuff too it, then making that extra stuff japanese, but i am most likely wrong

are the extra scenes in english too

the extra scenes aren't english. There was no need for them to go get the english voice actors since they weren't going to release it anywhere else. the english was added to the other scenes just so the japanese fans can hear their heroes with a different voice, so they weren't too concerned about the new scenes.
