Dalmatian reward glitch?

After going through all the work of collecting the 99 dalmatians I ended up getting every reward except the ribbon accessory. I was certain that I was supposed to get the ribbon as a reward. Is there any reason why I wouldn't have gotten it? And has this type of thing happened to anyone else? Thanks in advance for reply!

    Fool. It's suppose to give it to you at 90. I don't know why you didn't get it.
