I mean it seems like a very simple thing to add into the game. If they wanted it to be in the game it could have been there initially.

Lots of things should be in things initially but they aren't always.

The Japanese (and other Asian countries) are behind the global zeitgeist towards recognition of same-sex marriage, so it's not surprising that Japanese gaming companies weren't aware that it is an issue.

 

Their government haven't even allowed same-sex civil unions yet, which has been a part of New Zealand legislation since 2005 and in some European counties since late-80's or early 90's. Hopefully Japanese video game companies help lead the way towards marriage equality in Japan.
