Star City is a cultural melting pot: an island city located on the Atlantic Ocean. Major world powers made attempts at colonization almost simultaneously. To avoid a Third World War, the land was declared globally and entirely neutral. The government is run by representatives from almost every country. Residents are equally diverse.
North Star Academy is a prestigious school that offers scholarships around the world to take part in their exchange program. Star City prides itself in its diversity; however... This coming generation is... Interesting.
We are far into the twenty first century. The rate at technology has been improving has only been increasing. Star City especially has an impressive transit system. The Starshooter: a train-like service that can traverse the entire island in a single hour (including stops). Conventional weaponry hasn't changed very much, though there are a few groundbreaking weapons circulating the world. None of these are massed produced, and none are weapons of mass destruction.
With that lengthy exposition out of the way, let me get on with the rules.

-Yours is yours only. Don't control other people's characters.

-Elaborate. Three plus lines is ideal. Two is bothersome. One is unacceptable.

-Respect the RM. The Roleplay Master is the (wo)man in charge. Yhey manipulate the world. Best you tolerate it.

Age: Probably a student, but adults and prodigious children are acceptable
Gender: Male or Female. Well... It's subjective.
Appearance: Written description or a picture.
Ancestor: Choose a historical figure (anyone from the nineteenth century backward) whom your character is, more or less, a reincarnation of.
Bio: Adds flavor to your character. You can also use this to make connections to their Ancestor, and describe their life before they came to Star City.
Weapon: This will likely be part of a hobby for students. Not necessarily, but likely.
