The game doesn't look that old (early PS3, maybe), but the graphics seem like a stylistic choice- same thing with the just-barely cartoony style humans and the saturated colors, visible wind, etc. Personally I think it looks good and gives the game a surreal kinda vibe, and this definitely seems like it's gonna be a surreal game.

It's just the art style, and the fact the developer isn't that big and it needs to run on PS3/360 and it's low budget.
