Libre is used with Lucha Libre to depict a form of wrestling.

 

But, you're right, that is a female Pikachu because of the heart-shaped tail.

All Cosplay Pikachus are female, except for two in the anime who were regular male Pikachu just dressed like Cosplay Pikachu. So since that logic is still in play, yes the Cosplay Pikachu are females.And it's about dang time. I knew this would happen since the game was first announced! Now if only I can be right about the game getting its own line of Amiibo then everything will be right in the world with this game!

Especially for this I have a WiiU. Awesome!

Finally, all the people who denied the obviously inevitable Wii U version will stop whining.
