Can a video game that that is playable on a next gen console because of backwards compatibility get a remake/remaster on the same system?

Well, I don't see why not. Technically, Kingdom Hearts I, II, and Re:Chain of Memories are backwards compatible with the PS3(early models of it, to be specific), and then I.5 and II.5 were made. So sure, remakes like that are very possible.

Same goes for a lot of PS2 games, actually. Of course, not all PS3s are backwards compatible, so that could be the reason why a lot were remade... I think there are some other examples on other systems, but I can't figure out which ones I'm thinking of. xD

It is purely dependent on the developer.  A lot of developers release old games on the platforms e-store to avoid the issue of backwards compatibility and so they don't need to remaster it.  Pokemon Red and Fire Red are good examples. There is also strong evidence supporting that Twilight Princess will receive an HD update and it is still backwards compatible. If you really want a game remastered though, you have to let the developer know that you are interested in it, since remasters are largely influenced by consumer demand.

yea if the demand is enough and the developers feel like it'd be a worthwhile investment

Plus you get more money just selling the same game again instead of retrofitting everything to play a game you bought once already. Because the idealistic goal of every company is to get you to buy the same thing over and over again so that there's more assurance of money coming in. Making systems backwards compatible would just lower the demand for a re-release of a game, especially if they don't have assurance that it will better help them sell their console. I think it also costs a bit more for them to make their systems backwards compatible, but I'm not entirely certain. That's why we have things like Playstation Now, so that you can buy basically the same game you already bought once before that you will probably have to buy again on the next system anyway. It's an evil cycle that I don't see ending anytime soon, like "free to play" purchases on mobile games.
