So KH3 has been in THE WORKS since BBS was finished, IN THE WORKS. Fun fact-Nomura only finished writing the story towards the end of 2013. So KH3 is likely to have been in DEVELOPMENT since the end of 2012/beginning of 2013-Couldn't have been any later since we got that trailer at E3 2013.
So in 2013 let's say they got around 20% of the game done. THEN here comes 2014 aka dry season and as most of us know:

Back at E3 I believe Nomura said the reason for the drought of 2014 was basically this. Which is fair enough, since both engines are quite different.
"Due to having switched to Unreal Engine 4 for various reasons, we’re having trouble on some parts as far as rendering goes, but with help from the folks at Epic Games, progress is going safely," Nomura said in the full interview, also via Siliconera.
A Siliconera report from September revealed that Kingdom Hearts III Director Tetsuya Nomura said in a Famitsu interview that development of the game was going smoothly, but that Square Enix seemed to be having "some sort of design problems due to engine-related issues." Those issues, it turns out, are related to the decision to switch from the internally-developed Luminous game engine to Unreal Engine 4.

So they did have a few problems. I estimate this pushed development back by about 5%. However, in September 2014 Nomura left the FFXV team and started focusing on KH3 again.
This is when development started moving forward at a faster rate I believe. A pirate crew doesn't work as well without their captain does it? :wink:
Then in 2015 Nomura said that KH3 is in the advanced stages of development, so the basic structure or skeleton of the game is done. Now they are adding meat and skin and blood into the skeleton to make it work
So by the end of 2015 I'd say KH3 was about 30-35% done, anything greater than 40% is exaggerating it slightly. If you saw my last thread you'd understand a bit more
Thus, I predict by the end of this year KH3 will be about 60% done. This could be greater for a number of reasons:
2.8 will get released, it's been in development since August 2014 supposedly. With that game finished, all those people can come and work on KH3
FFXV will be released in the summer or fall of this year. Square might bring over people from that team to work on KH3. The more the merrier.
