When Terra faced Terranort more than 10 years ago, we could see that his skills paled completely when compared to his rumble with Sora during KHII.
In KH2 we see that he'd gained mastery of his Keyblade and his skills grew to equate to if not exceed that of an orthodox Keyblade master.
He gains in his arsenal the ability to transform his Keyblade into a bow to fire arrows, an axe, a whip and a claymore amongst many other abilities.
He kinda reminds me of a character from a film I watched a long time ago about a person who was framed but someone and was persecuted. During his time in persecution he mentally trained how to fight and I think he became really good at it when he was released to take his revenge.
Kinda like Terra. Who has been kneeling there alone in the Keyblade Graveyard for more than a decade, unchanging, unyielding, and there he goes through in his empty helmet repeatedly the moves he'd like to use to skin Xehanort alive and expose his viscera to the sunlight....then comes along Sora....and Terra thinks: "Xehanort...is that you? TIME FOR ME TO SKIN YOU ALIVE"
And Terra goes berserk only to be defeated by Sora and he's like "Oh...You're not Xehanort...Ooops"
In KH3, I'm pretty sure Terra will completely and utterly defeat Terranort.
