In my opinion we don't need that. I mean, there're PMs. You can always send the person a request that way. :I And if a member wants to take requests, they can make a thread just like Sorage. Simple as that. There's no need to pin them, really. Of course, if those threads start to appear more, then they could be put into their own category. But at the moment it wouldn't be much of a good idea, methinks~
