Final Mixes are meant for Japan.

An example: In Japan KH2 Final Mix was released along with Re:Chained of Memories. Here we only got the release of Re:Chained while Final Mix stayed in Japan.

 

I suppose you could buy BBS Final Mix online because the game isn't region locked. [i'm assuming this because BBS wasn't]

^^They just take the old scenes. And if they make new scenes, either they don't have voices or they just use previously recorded stuff (like in KHFM, before teh xemnas battle)
