Well, I would imagine that Johnny Depp, Geoffrey Rush, Orlando Bloom, Keira Knightly, Vince Lozano, Isaac C, Singleton, Jr., Michael Berry, Jr., Bruce Boxleinter, & David Warner also all had their faces scanned for Kingdom Hearts 2.

That could be a possibility, hence the 3D model likeness to that of the actors themselves. That was probably one of the many procedures used to bring the characters of the live action Disney movies in Kingdom Hearts to life!

Highly doubtful. If they had gotten any of the actors from Pirates in to do facial scan, they might as well have just recorded the voices.

Moreover, there's a lot of inconsistencies between the faces of those actors to the models in KH2. Jack Sparrow, for example, has a wider face in KH2 than Johnny Depp has.

They also wouldn't have gotten the three pirates in to do something so incredibly small.

Also, in terms of tonly Bruce would have gotten the face-map (Sark doesn't have a high detail model for his face), and he was definitely too old to look like Tron.

Nah, they didn't. They might if any of upcoming live action movies are chosen for a KH game, like the Nutcracker and the Four Realms. But that would take a lot of planning in advance and of cooperation from the actors even if they don't do voices. And that's just hypothetical.
