I'm sure Aeleus and Dilan would have had lines if we went to Radiant Garden, but I think that wouldn't have been possible, because all the resources went to Twilight Town

Well, you can debate rather Kairi being from Radiant Garden is important for the future heeding of the series or if it’s just a detail to tie her back to where he came from and how she got to Destiny Islands, which falls under a general thing and anything said there is more opinion regardless of who it’s from

Kairi being from Radiant Garden was in the same sense that Mickey lost his shirt in 0.2

It was just to tie up a plot line left

Kairi has never cared for where she came from except in KH1

And that was only in the beginning of the game where she wasn't kidnapped
