Yeah, with the way he talked about the Yonko's and the Government as 5 factions if you take out what's good or evil, they are pretty similar

All the countries they take over, what they do with them, the power they all seek and so on

It also makes a lot of sense when you consider that the Yonko territories aren't just made off of their crews, there is an actual population there
