The latter case was so underhanded b/c people weren’t getting their way but won’t join for much of the issue, which is communication that they make difficult by cutting people off, getting in the way, or choosing to make things aggressive/hostile.

No legal obligation, but more ultimatum-like and committing to making it to something scheduled so there are no penalties and out of courtesy for the place.

More importantly, you got your registration in time before some deadline and it was an independent decision you made.
