Probably just Specials, skipping Terra to see if you can make it to the last slot.

Sephy ignores count, so you'll not want to use the Special twice since you want to trip the counter.

I imagine that Axel has EA, so the first one should be fine.

1st turn: cast namine twice (count is now 8), use namine, lea, sephiroth, and axel supernovas (count is 9), renew terra (count is 8), repeat the process two more times, and we're finally at a 9 counter when you stop using the supernovas.
lea cast twice drops the counter to 5, tap terra twice to bring it down to 3, sephiroth doesn't affect the counter, then lea copies the earlier one twice and triggers the counterattack
2nd turn: count is 4, cast namine twice to bring it up to 8, cast lea twice to drop it to 4, tap terra twice to drop it to 2, sephiroth doesn't affect the counter, then lea copies the earlier one and triggers the counterattack, killing you (assuming the damn thing hasn't died yet)
