Aqua and Xion aren't connected in any way. It just so happens that Nomura's designs are quite similar. Ven's memories are in Sora, but inaccessible to him. No, Sora never met Aqua. How can Xion look like Aqua if Sora never met Aqua to begin with? It does not have to do with Ventus's heart merging with Sora's. And Vexen didn't create Xion, Xemnas created Xion using Sora's memories of Kairi. Sora did meet Aqua, when she came to the islands. And Vexen did create Xion. Xemnas was the one who took the memories to make her, but it was Vexen who created her from them. Like, I give you this pencil, and you write an essay with it. Did I write the essay? But yeah, they look a bit similar, I'll admit that. But it's probably just because Nomura likes doing similar designs for original Female characters in Kingdom Hearts.
