Yeah I just watched that one, Noleen. But going from

Tseng's reaction, it doesn't seem like he could see them. We saw it from his perspective and it looked like the whispers weren't there, but also he asked Rufus what was wrong and looked baffled

 

Which is why I think the

Turks can't see them

That's because they wanted Aerith to meet Cloud

It was fated for them to meet

She was about to leave so the Whispers came in the way so they did meet each other

At least that's how I saw that scene
