Why are Scrooge and the Moogles allowed to set up business in other worlds.

This is something that I have been asking for awhile. In Kingdom Hearts I, Birth By Sleep and III, they have been talking about protecting the world order, so this makes me question, why would Scrooge and the Moogles be allowed to set up business in other worlds like shops? If I remember correctly, it has been mentioned in Kingdom Hearts Birth By Sleep that Scrooge traveled with Mickey, which means that the guys who are supposed to protect that world order that Donald just won't shut up about now outright helped someone set up business in other worlds. While Scrooge has been introduced in 2, when they seem to have forgotten about it, the moogles were in 1 and Donald doesn't seem to care that his uncle is violating this so called order. Is there some sort of corruption that Scrooge and the moogles exploit with bribery?

well as everyone in hollow bastion had to go to other worlds for 10 years the order probably no longer matters on that world. also not a single world seems to be surprised by an anthropomorphic duck and dog showing up so so its doubtful anyone notices and just assume hes from the same world as them. as for the moogles i seem to recall the vast majority of their shops were holographic projections which only sora and co can see and their only acctually appear in worlds where the order doesnt matter.

I wonder why nobody bats an eye with an anthro mouse running around.

plus there dosent seem to be  large keyblade wielder organisation around anymore so who is going to enforce these things? I would rather be much more interested knowing when scrooge discovered that he could build space ships to visit other worlds since there were walls that seperated them alltough they dont seem to matter since BBS
