Remake really wanted you to switch characters constantly and Rebirth is doubling down on that with the Synergy Skills and Synergy Abilities (they really need more unique names here)

Having it baked in from the beginning defeats that purpose so people who don't want to can use a materia slot and get a little disadvantage
