Since Vanitas is just the 'dark half' of Ven's heart, I think he doesn't have the ability to fall in love. He was probably just mocking or teasing Aqua or whatever.

Aqua was the backup plan incase Ventus wasn't strong enough to fight Vanitas and make the X- blade,

by what Vanitas is saying, I'm guessing that he thinks Ventus is now strong enough and doesnt need Aqua as the backup anymore
