However it's something that several members of the Organization can do, and Xemnas is the Leader of the Organization. Clones have nothing to do with flowers, or electricity, but Marluxia and Larxene can still use them.

 

Just watch the scene. If you look closely, you'll see the Heartless are still moving. All the people who say it's true know it's true because they've seen it.

Actually you didnt all you said how it was possible for Xemnas to freese time and make a duplicate of himself. not once you said "Xemnas controlled the heartless to stop" or something close to it.
