May 7, 201115 yr Riku didn't get the Keyblade because he gave into the darkness during the night where Destiny Island was consumed and taken by the darkness. The Keyblade then looked for the closest person whom still had a heart filled with lots of light. A shorter version and maybe a more understandable explanation would be: Terra chose Riku - Riku gave into the darkness - The Keyblade dumped him because of this - Sora was chosen by the Keyblade instead - Riku got his very own Keyblade sometime at the end of KH2.

Added point, Sora had Ven in his heart. That would help with the Keyblade going to him.
May 7, 201115 yr It was suppose to go to Riku because Terra passed it on to him but when he was consumed by Darkness it went to Sora because of his light. The Riku took it back later in the first game because his heart had been stronger for a bit but then Sora realized what his true strength was, his friends, and his heart became stronger and the Keyblade went back to him permanently.
