A couple of questions since he is being a cheap ass.

Any tips on how to beat him? A good command deck setup? My level is 14, should I level grind a bit?

what mode are you playing? your level should be ok but maybe could be a bit more, say 16. i would suggest using magic, moves like fira and blizzara are good at long range because he keeps running away so you can catch up and hit him normally a few times, especially when you disc jam him. also blocking and countering is good up close. just keep trying man you can do it

Of course you should level up! When I faced him I was like level 18 or more, and it took me a while...

 

You should keep avoiding his attacks and attack when you can. It takes time but you can defeat him.

 

Still, I recomend you level up a bit.

Proud Mode.

Hit him with your Keyblade. Should work.

i've not tried on proud yet, cant remember what level i was on standard, but yeah take moni's advice and level up some more
