At the end it says they do not have enough (7) keyblade wielders / guardians of light to face off against the 13 darknesses. But they have more than that; Sora, Riku, Mickey,Lea, Aqua, Terra, Ventus. That being 7 plus Donald and Goofy will be in the Keyblade War that is coming also (and they show the opening of the battle in the beginning). So why did they make Kairi come?

Kairi has a keyblade, so she's learning how to use it, plain and simple. Now maybe she can take care of herself and be less useless, that's all. As a princess of heart, she probably can't be a light. Terra is still possessed by Xehanort, and at the time they didn't know Lea had been made a keyblade wielder. But no one's been assigned the official role of any of the lights; they're chosen naturally. And the lights are keyblade wielders, Donald and Goofy don't count. And finally, they don't have to stop at 7 just because that's what makes a X-blade; there will be 13 Xehanorts. The more the merrier.

Terra is possessed by Xehanort so you can't expect him to be counted. So now there's seven:

At this point, it is very likely that Sora has gained the Keyblade of his own accord. Ven's heart basically just kick started it.

 

And we don't know what's up with Terra. Just because Master Xehanort is back doesn't mean Terra is too. For all we know, he could be one of the 13 darknesses at the moment.

Sora can wield his own plus Vens which is why he can dual wield . When Vens heart goes back to Ven Sora can still wield is own . How else do u think Sora still wielded after forming Roxas and being a walking heartless/ heart? Vens heart was in Roxas . This is all confirmed by Nomura.

 

As for the last scene , the two MX was refering to were Sora and Terra. MX doesnt even have Ven or know where his body is bc of CO.Xemnas couldnt find him bc only Aqua can . We also dont know if he even knows Sora has Vens heart .Even if he knew he has no body which means no vessel .Terra hasnt been saved yet .

Really bro Sora was wielding the keyblade with out Ventus throughought the entire events of chain of memories. Ventus's heart stayed within Sora's physical body aka roxas. Ventus only gives Sora the abilty to duel wield and sped up the process of Sora receiving his own but he did not give him the abilty to wield one.

 

In the end Roxas is able use two keyblades. Is this because he now has Xion’s?

 

Nomura: Well, it isn’t that Roxas has physically inherited Xion’s keyblade, but more that Xion has awakened it within Roxas. In the KH series there are a lot of complex reasons why someone can use a keyblade, but basically you need a “heart” to be able to wield one. So strictly speaking, they are being influenced by Sora. At the present I can’t say more than that, since it would go into whether or not Roxas has a heart. And there is also a part that has to do with Xehanort’s memories. This time there were connections to the Kingdom Hearts I secret movie, and the time will come when this will have a clear connection as well. You’ll just have to ask me then.
