I think I know why he called Sora Xehanort. Since Vanitas returned to Ventus's heart and Ventus's Heart is inside Sora. It seems he can sense a little bit of Vanitas in him. Since Vanitas is the apprentice of MX they probably share some personality.

Nope it was no error Roxas was referring to Diz who chose Sora over Roxas as the keyblade wielder to aid him in his revenge on Xehanort (Xemnas in this case), after all at the end of days, Roxas had a bone to pick with Xemnas

2. Revealed in BBS Ultimania that he called Sora Xehanort because he "wasn't the one he chose" and thought Sora was a trick by Xehanort.

 

@Demon Prince Mayhem - DiZ doesn't have the power to choose Keyblade wielders because he is not a wielder himself. Since the JP language often omits the use of pronouns, the localization team had no choice but to guess and hope they chose the right one. Of course, they didn't. It was originally intended to be "it", as in referring to the Keyblade, not anyone in particular.
