The Million Dreams Award was a three-way split between Terra, Aqua and Ventus. All the residents of Disney Town, and who they voted for are as follows.

Huey (Ventus)

Dewey (Ventus)

Louie (Ventus)

Horace Horsecollar (Aqua)

Dale (Terra)

Minnie Mouse (Unknown)

Daisy Duck (Unknown)

Pete (Unknown)

We also know Pete received at least one vote, 8 votes amongst 3 people will not result in a three way split. Clearly voter fraud is the reason.

I'm pretty sure there the population of Disney Town is way more than that, but there's only so much one game can handle. Most likely, there were others who saw what Terra, Ven and Aqua did and voted for them as well.

Pete probably voted for himself atleast twice, once as Captain Justice and another time with Captain Dark lol, and maybe Terra, Aqua, and Ventus voted for each other lol I mean they are friends, and they're allowed to vote too aren't they?
