In BW/BW2 in order to do this:

 

1) Lvl 100 on all Magikarps

2) Moves: Bounce, Splash, Tackle, and Flail. (Only moves it can learn)

 

Bounce is your main move.

Tackle is your secondary move.

Flail is your move when 50% or less of your health is gone.

Splash to splash.

 

3 [Optional]) EV train if you want.

 

Items: Bunch load of Revives and Full Restores.

 

Plus add any items you want.

 

 

Tada

Your full tough army of Magikarps to use.

 

 

Also, it's obviously the guy who sold the Magikarps who became Champion.
