I think well Feraligator can learn a lot of hms....cut, surf, waterfall, whirlpool (i think?), strength, rock smash?....but I dun think people would wanna use that as an hm slave.

Or Mew! Again, unless you wanna use it for battle more. It can learn any move.

 

And Smeargle. If getting the moves on it is possable somehow =P (in r/s/e, from secret base battles, maybe....)
