    Both are sweet little doggy's but somehow goofy is more evolved and shiat xD

    "According to Disney, “Goofy was created as a human character, as opposed to Pluto, who was a pet.”" 

    Explains it.  Pet's don't walk on two legs, wear people clothes or chat with their owners in an understandable human language.  Goofy is an Anthropomorphic dog, Pluto is not.

    So Mickey's best friend is a dog, along with his pet being a dog.... Ehh, Disney logic.
