Square Enix consider it the English version.

Oh, very nice trailer!  Many thanks for sharing this, Sora.  One thing I noticed, however, is that Sora is still wearing his Kingdom Hearts II outfit . . . .  I wonder if that will change in the final product.

The trailers of these games almost always have English words in them, anyway. You can read 'Command' and 'Big Magic Mountain' just fine. There's no voice-acting, so this may as well not even have been re-released.
