A Youtube account(preferably not connected to Google+, not sure what happens if it is)
To have uploaded at least one video to that account
To be logged in
Step 1: Open the Youtube app
2: click the item in the top left(looks like 3 bars)
3: go all the way down to settings
4: Tap Email settings.

Tap comment Notifications (Change of Google+). It should take you to this page:
6: Scroll all the way down on this page and click "Download Google Chrome"
7: Scroll all the way down on the next page. You will find a link saying "Google"
Click it.

Congratulations! You're on the google search page, through the Youtube app!
What does this mean? You're on a web browser on the 3DS where you can play mobile videos. That's right, the Youtube app is literally a media player that starts at the Youtube Homepage and "doesn't let you out", except it does.
From this point, you can access whatever video site that allows mobile compatibility you want! have fun!
Fun fact! If you go to a video player with high quality, it will play it. That means that the Youtube app's quality is not a system limitation. However, this also makes buffering quite annoying, so I'd recommend only watch low-quality.
