Been thinking, and I think I know why Xemnas wouldn't use a keyblade. It's more so that he couldn't.

 

Let me say why, then I'll explain. Riku was using his keyblade.

 

When Xehanort became a Nobody, he was in Terra's body. A Nobody is the shell left behind when someone becomes a Heartless, essentially, their body. So Xehanort's consciousness was in the Nobody, but not his heart. His heart became Ansem SoD. 

 

When Sora had Roxas created, some of Ventus' heart was left in Sora's body, influencing his look. But it also gave Roxas access to Ven's keyblade. Terra's heart would most likely be in Xemnas, staying with the body asleep. That would give Xemnas access to Terra's keyblade.

 

In KH1, Riku lost his keyblade to Sora. But later in the game, he is using a keyblade because of Ansem's influence. First it was a keyblade of darkness, but then he gets The Way to Dawn keyblade, which is considered a keyblade of light. Xehanort didn't have a keyblade of light. I believe because of Ansem SoD's influences to Riku, Riku became connected to Xemnas.

 

In Chain of Memories, Zexion says that the scent of Riku is almost identical to Xemnas. Some of Ansem's darkness was in Riku, which originated from Xemnas before he was a Nobody. 

 

In turn, Riku is using Terra's keyblade probably without knowing it. The look of The Way to Dawn might not only resemble Riku's conflict, but Terra's as well. And since Riku, in the end a being of light, is using Terra's keyblade. And while Riku has it, and earned it, Xemnas can't use it. Kind of how Sora's keyblade was Riku's and Riku got it back. But then Sora earned the keyblade, and it came back to him. Since Terra's keyblade is a keyblade of light, it saw that Riku was more fit to wield it than Xemnas.

 

I probably left some stuff out, so I'll just retort when people respond.

I don't think Riku is connected to Xemnas. Ansem SOD is connected to Xemnas, and Riku is connected to Ansem. But Riku is not connected to Xemnas just because Ansem is. They only smell alike because Ansem and Xemnas are connected. I could be wrong there due to technical details, but idk. 

 

Also, it's been shown that beings can use multiple copies of the same Keyblade. Sora, Roxas and Xion were using three different versions of the Kingdom Key briefly during the events of CoM. So, I'd say that even if Riku is using Terra's Keyblade, Xemnas should still have access to the same weapon simply because he has Terra's heart. He simply isn't because he doesn't want to reveal his ties to a Keyblade wielder just yet. Retort away.

Nope Roxas was wielding Sora's at the same time and they shared it .Roxas awakened the ability to dual wield through Ven's heart after the trauma of Xion's death . Yes Xion's keyblade was fake . Roxas literally had Ven's heart sleeping inside him and that's why he looked like Ven and later could access his keyblade to dual wield . Nomura's words himself :

This is can be explained by the relationship between Roxas and Sora. Thus, that both can wield two Keyblades in fact has an important meaning. This is also related to Xehanort's memories, but this point can't be touched on just yet.

Furthermore, from the time that the two were both using the Keyblade at the same time, the Organization itself was using Sora for their ultimate goal. Soon enough, each of the Organization's expectations differed. By changing Sora and Roxas's movements, eventually they became unable to use Sora for their true meaning. As a result, Sora became an obstacle to the movements of the Organization itself and he had to be defeated. But even if Sora were to be defeated, you could say there are other things to think about in making that sacrifice.

 

 

Nomura has said that Xemnas prolly could wield but just chose not to for reasons . After DDD you can see that he had many reasons to hide his true intentions. Anyways, Xemnas was a mix of both Xehanort and Terra so he was a 'special nobody " just like Roxas but in a different way . Both Ansem and Xemnas are both made from Terra and Xehanort  so they would both smell alike. In CoM they also refer to their boss being the only one besides Sora to keep human form as a heartless/walking heart. This is obviously refering to Ansem ..Riku eventually did earn his own separate keyblade after his heart was deemed worthy again but that doesn't mean it was Xehanorts or Terra's. .The keyblade ceremony doesn't pass down a specific keyblade - it just gives a recommendation for a keyblade to judge a heart worthy and eventually choose it's wielder .

I knew about the things you said, except the part where it was confirmed Sora and Roxas was using the same keyblade at the same time, that one slipped by me. What is retcon? This isn't an explanation for Kingdom Hearts currently, this is more speculation about how it's actually going to turn out. Speculation with a lot of hoping.
