Been thinking, and I think I know why Xemnas wouldn't use a keyblade. It's more so that he couldn't.
Let me say why, then I'll explain. Riku was using his keyblade.
When Xehanort became a Nobody, he was in Terra's body. A Nobody is the shell left behind when someone becomes a Heartless, essentially, their body. So Xehanort's consciousness was in the Nobody, but not his heart. His heart became Ansem SoD.
When Sora had Roxas created, some of Ventus' heart was left in Sora's body, influencing his look. But it also gave Roxas access to Ven's keyblade. Terra's heart would most likely be in Xemnas, staying with the body asleep. That would give Xemnas access to Terra's keyblade.
In KH1, Riku lost his keyblade to Sora. But later in the game, he is using a keyblade because of Ansem's influence. First it was a keyblade of darkness, but then he gets The Way to Dawn keyblade, which is considered a keyblade of light. Xehanort didn't have a keyblade of light. I believe because of Ansem SoD's influences to Riku, Riku became connected to Xemnas.
In Chain of Memories, Zexion says that the scent of Riku is almost identical to Xemnas. Some of Ansem's darkness was in Riku, which originated from Xemnas before he was a Nobody.
In turn, Riku is using Terra's keyblade probably without knowing it. The look of The Way to Dawn might not only resemble Riku's conflict, but Terra's as well. And since Riku, in the end a being of light, is using Terra's keyblade. And while Riku has it, and earned it, Xemnas can't use it. Kind of how Sora's keyblade was Riku's and Riku got it back. But then Sora earned the keyblade, and it came back to him. Since Terra's keyblade is a keyblade of light, it saw that Riku was more fit to wield it than Xemnas.
