Analysis:

 

Both are missing the PS one Classic, FINAL FANTASY IV which is currently only on the Japanese, PlayStation Store.

 

North America are missing the PSP versions of FINAL FANTASY and FINAL FANTASY II.

 

PAL countries and territories are missing the PS one Classics, FINAL FANTASY ORIGINS and FINAL FANTASY TACTICS.

 

Oh, and both could use a clean up.

 

And we're still waiting on digital versions of FINAL FANTASY XIII and Crisis Core -FINAL FANTASY VII-.

 

 

From what I seen in your pics, the NTSC doesn't have DFF and DDFF012, you didn't mention it(or they are missing from the NTSC pic, but are in the store)

First two images are from North America, the following four are from PAL. It's there.

The reason for FINAL FANTASY TACTICS not being available on the PlayStation Store for Australia and Europe is most likely the fact that it was never released outside of Japan and North America. More here.
