Most likely because he normally Nobodies don't have the ability to wield the Keyblade. So he was probably just confused.

What Hatok said, Riku is referring to Xion's keyblade, because when Roxas defeats her, he in some way absorbs her keyblade and now has two. Later i believe in 358/2 days, they show a fight scene with Roxas and Riku at memory tower where riku actually says why do you have THAT keyblade.

well he didnt seem to believe diz right away that roxas was sora's nobody, since he said after he tricked roxas into saying something that sora originally said, and that confirmed what diz said, so that might be why he asked

that doesn't make sense because first of all, someone couldn't forget Roxas just because that Xion went back to Sora. and second of all, Riku never actually talked to Roxas face to face before their battle

Because normal noodies don't have hearts, and you have to have a heart to weild the keyblade, the heart Roxas uses to weild the keyblade is Sora's, though
