I'm guessing it's because they're popular, and everyone enjoys a character that has the appearance of their favorite characters. Or at least it seems that way.

I don't think the 3DS will be nearly dead by next year. There are still a number of big games coming out for it in 2016.

 

Considering the cutesy graphics and stuff, we have no idea if it is as simple as the 3DS "can't run it". The game is simply on the Playstation for now, comments from Nomura regarding the VII Remake and how Square Enix have a number of PS4 games in the works to help boost the consoles popularity in Japan is a definite reason why World of Final Fantasy exists there.
