Is it just me or does lingering will vary the frequency with which he uses he of his moves from battle to battle, for instance for 5 or 6 battles he'll almost exclusively use his triple lunging attack and in then  he'll mostly use his glider and bow and bow for the next few. Please tell me that I'm not insane.

You're not. LW has a LOT of moves used in varying combinations. Some combos are tougher than others. For example: the set I beat him involved him using mostly the whip and the Rising Sun-like attacks. But most recently, I got my ass handed to me when he used the attack lock + KH1 Xemnas command lock + desperation move, spiced up with the Keyblade Glider and the cheap teleporting gauntlet-like attack.

You're right, LW is highly unpredictable and this is what makes that battle that hard (hard for me at least)! If you wanna win you need the right skills, practice and luck (Ultima Weapon is not needed if you don't have it yet, since I saw people on YT beating that boss with just the Kingdom Key). Good luck! :)

No, that's actually what happens. The Lingering Will's AI is set up so that it changes up his strategy and what kind of moves he starts with, relies on most, and moves into next. It's still easy to get the hang of because you learn how to handle each move eventually, but it's the unpredictability of how he mixes and chooses that makes it an intense battle.

just be glad you haven't seen the one where he does a barrel roll on his glider and spams blizzaga

Yup, that's why it's one of the hardest bosses to beat; there's no predictable move pattern (even his opening move is almost always different, not only based on your initial moves, but how the game is feeling at the time!), even if you learn which attack looks like what, you still can never guess how he'll use them, in what sequence.

But that's also what makes it so fun!

Bet you this

In KH3 he'll help in the final battle, but Trollmura will make him super weak compared to his OPness in KH2

I did it guys, after way too many attempts. Guess I should attempt mysterious figure next, that should be easy, right?

If by "easy" you mean "mostly dodge-spam-and-luck-based", then yes.

His moveset in my terms:

Thing that does a lot of damage

Keywhip that does even more damage

Kingdom Hearts themed Mario kart, doing even more damage.

Shotlock, which does even more damage.

You can tell I'm not too fond of him.

Well actually, depending on the move Lingering Will uses at the start of the battle, you can sort of predict which moves he will use next and when and manipulate this in a way. Depending on the move he does first, he usually follows up with another move and will frequently choose to keep on doing the same similar attack pattern until his next phrase from what I remember. There are lots of vids on youtube describing his attack pattern and are quite useful......if you are not planning to do cheap strats.
