I was spurred by the curious usage of "BBS.2" and "2.8" to try and sort out exactly how this string of numbers works, and I found that there is in fact an order to the madness.

 

If BBS Vol. 2 is ,2, that must make BBS 0.1, which in turn makes Chi/Unchained X/Back Cover 0.0

 

Then, I put the main entry numbered titles on the whole primary numbers, and I found that it all falls into place quite well when you consider the chronology of events.

That scene is when the apprentices fall and Xehanort assumes the identity of Ansem the Wise, following this was the fall of Radiant Garden.

In KH1, Leon and the gang say that the fall of Radiant Garden/Hollow Bastion happened 9 years prior. 0.2 is nine decimal points (years in this case) apart from 1.0.
