We can when he gets vaporized by one energy shot.If Zelda unloaded the full power cell in one shot she could wipe out the entire of Manhattan.That would include herself and everything of course, so that's a bad idea.But still.

The closest there is are Electric Barriers and those only work for Doors. Also, the Batmobile Countermeasures that totally don't kill people.

Executive ruling! Tone down Zelda's tech. You can have energy shields, but it can only take a few hits from big guns. The Energy canon will not have the capability of a WMD. Period.
