Well for whatever reason Noct never tried the ring up until he lost all his weapons in chapter 13 and he was like:firetruck it might as well see what it can do and BAM. Again it was poorly told through the game but the jest of it is:As the last heir to the throne of Lucis,Noctis was always destined to wear the ring the same way as his father did

To answer the first question:The ring was with Regis cuz the game's opening took place before the Kingsglaive movie.....you won't know that unless you saw the movie As for the second..............it was poorly told through the game and again you need to see Kingsglaive that the ring only picks either A\Royalties or B\someone the asshole Kings of Lucis deem worthy
