its more so the point of how KH3 is the start of something new

The advertising wasn't that false either when you kinda consider it closes the chapter on Xehanort,so it's a finale to that part

I dont see the letter as being a HUGE plot hook

but it doesnt make it totally closed

It's perfectly acceptable to see it as an "and the adventure goes on" ending
