From a writers perspective is it really so wrong/surprising that he was surprised by Aqua?

Well, depends on to what extent he expected people to know the stories and characters of the handheld games

You see, to even know why Aquanort was a big deal, you'd need to know

* Who Aqua was
* How that moment affected her storyline after the events of BBS and 0.2
* The whole norting thing from Dream Drop Distance

You know, a potential perspective is that perhaps the audience in japan didn’t have Aqua he as popular? ?

I wouldn’t know the opinion over there though

But Aqua is different from other female characters in the series

Nah, she's the standard badass anime waifu, pretty sure she'd be reasonably popular
