Kairi as a character has been just someone who is there on the sideline. All of KH1 she was just sleeping and the only time she did something relevant was turning Sora into a human heartless, and that was by accident just like in KH3 when she saved him somehow. She barely has has a proper personality other than saying something spunk like two times. In comparison to a multitude of characters in the KH series, she is on the bottom for characters has something going for their character. In all of KH1 she was sleeping, in all of KH2 she got kidnapped two times and the only relevant thing she did there was reunite Sora and Riku. KH3 didn't do anything better, but somehow worse by killing her off.

It's fair to say that her character from KH1 to KH3 has gotten worse, but saying that KH1 was a good character is just something I disagree with highly.

As a counterpoint to your first point, we had that whole tutorial on Destiny Islands that was almost as long as KH2's and we see a lot of Kairi there

And we see a lot of Riku too, but his character gets something more later on

That's the basis of her character, we see her teasing Sora and Riku, and we see her being a little lazy herself

The 1 tutorial was not as long as 2's
