since china doesnt really have health codes they could probably study just about anything there

Cause China be stingy and weird

people would create actual viruses to create a cure but they can accidently let out a deadly virus or do it on purpose to sell cures

their political system could care less if people die out or not

its why most of the time dangerous viruses are studied on quarentened islands

yeah that's how antidotes can be made
you have to create/induce the virus in order to reverse engineer a cure
